Steam Download Close Steam Before Continue
I've been having this issue where, when I try to download a game from Steam, it will start at full speed for maybe 20-30 seconds, and then it will drop to 0 MB/s. It will go back up to insanely slow speeds for a few seconds before dropping completely again. This has made it near impossible to download any games. Installs take easily 7+ hours and I've just been dealing with it for the time being.
But recently I decided to do some research into the issue. I have tried EVERY SINGLE STEAM RELATED suggestion. And I mean every single one. Change region, clear download cache, limit bandwidth, stop DiagTrack, etc. you name it, I've done it...I even went as far as reinstalling Steam after none of these suggestions worked. Nothing Steam related helped.
It is also NOT a network issue. I've tried resetting my router and everything, updating drivers, again you name it I've done it as far as network settings and configuration goes. So this left me with wondering if it could be an issue with Windows 10 itself.
I discovered a thread from back in 2017 here where there was actually a response that offered a potential fix. It was to stop the CDPUserSev function in windows. Even though it was an older thread, I figured I would give it a shot because I am so frustrated with this issue. It helped minimally. My Steam download of a game still starts and stops, however I will say it starts more often and gets more downloaded than it did. However, it will still take 7+ hours for a larger game to download.
I've seen that this is still quite a common issue and that any given Windows 10 update could cause this. I have had Windows 10 since I got my PC in 2018. I went through my last year of college and came home still with no issues downloading from Steam and this issue did not start until one of the updates in mid 2020.
I figured I would make a post in case any others are still experiencing this. Or, if anyone might know of an actual fix in Windows itself. If this is something I just have to deal with then I will, but it is extremely frustrating given that I don't have this issue with any other game launcher (Blizzard and Epic are my other ones), as I recently downloaded all 148 GB of Modern Warfare in about 3 hours on Blizzard yet downloading 60 GB for Destiny 2 on Steam is now taking upwards of 8 hours as of writing this post.
I really hope Windows and/or Steam can fix this.

I'm having the same issue. Attempted a fix I found on a Steam thread from 2017 that said to use "steam://flushconfig" in your Run dialogue box and only marginally seemed to help at the very start of the download, soon went back to going in and out. I cleared my download cache, uninstalled and reinstalled Steam, installed new Windows updates and even attempted reverting back a few versions with no change. Can also confirm no internet issues on my end, but my sister is also having issues with Steam on her own, separate gaming PC.

Yeah it's very frustrating. I don't have this issue with any of my other game launchers, so it feels like it's between win 10 and Steam. I hope something fixes it in the future because it seems like it's a pretty common issue I've seen posted all around the Steam forums for a couple years yet no one actually has a concrete fix for it. And for me it only happens with fresh game installs. Game updates don't take long at all for me even when they're larger updates like 10-15 GB, which I find interesting. Maybe it's worth hitting the Steam forums again for 2021 and seeing if anything bites lol.

I have the exact same problem and also tried everything possible. Even swapped harddrives (SDD and HDD) because some posts said its a bad harddrive: spoieler alert - it isnt.
I checked various other launchers too: Origins, Uplay, Twitch, GoG etc. all work without any issue, you start and the download goes through as normal. Steam hasnt been able to download anything for me for almost a year now and i cant find any solution to fix this utter ****.
I have a 150MB/s line and could before download even big games 50-100GB within an hour or often less if Steam played its part and now i cant download anything ...
